Youth abducted in Jaffna Thursday is a teacher

The youth who was abducted by ‘white van’ squad Thursday at Urumpiraay, Jaffna, has been identified as 30-year-old teacher, Shanmuganathan Vignesvaran of Vaiththeesvaraa Road of Urumpiraay West. His wife on Friday identified his slippers and bicycle at the Chunnaakam police station. The abduction took place in the same locality where Deputy Director of Education Mr. M. Sivalingam was assassinated Sunday. The hand of SL military intelligence is widely suspected in the series of terror campaign in Jaffna.

Mr. Vignesvaran was abducted while he was going to teach at a private tutorial college in I'nuvil, Thursday.

As he had not returned that day, and after seeing news reports that someone had been abducted that day in the locality, his wife went to Chunnakam police station Friday, where she was shown with the slippers and bicycle for identification.

Mr. Vignesvaran got married just a year ago.

He is a graduate of the University of Jaffna and is a former member of the Students Council of the University.

After graduation, waiting for permanent appointment, he has been teaching at a private tutorial college.

On Thursday, while the SL colonial commander of Jaffna Maj. Gen. Mahinda Hathurusinghe denied possibilities of abduction, the Chunnakam police was saying that they picked up the slippers and bicycle left by someone who had been ‘drunk’.

The public has seen the abduction by white van squad.

SL commander Hathurusinghe accepted the involvement of SL gun in the killing of Changkaanai chief priest early this month. On Thursday, responding to media, Hathurusinghe ruled out abductions, citing the absence of LTTE threat.

The public perceives an arrogance in the occupying SL military that wants its involvement in the series of incidents to be known, in order to challenge the civil society in Jaffna and to make it feel helpless.

US emergency food aid amid WFP fears for 2011

The United States this week provided the UN’s World Food Program operation in Sri Lanka with $5.5 million of emergency food aid, shortly after the organisation warned of serious shortages and halved the wheat flour and sugar in rations it distributes to displaced people. The food situation remained ‘fragile’, despite improving since march 2010, and the next four months are critical , the WFP was quoted by IRIN as warning. The WFP estimates that it needs some $27 million next year to continue to provide assistance to an estimated 371,000 Tamils displaced by the armed conflict from 2008 and has warned of a “pipeline break” looming in 2011.

The donation by the US Agency for International Development (USAID) this week consisted of 6,740 metric tonnes of wheat flour, pulses and vegetable oil, a news release from US embassy in Colombo said.

WFP Country Representative Adnan Khan said the US donation comes at a critical juncture for displaced Tamils returning to their homes, who have to spend considerably to supplement WFP handouts.

"It will allow WFP to continue providing much-needed food and nutritional support to the returnee population and increase their food security," he said.

“USAID remains the largest and most consistent food aid donor to Sri Lanka and we are happy to support the food needs of 300,000 returnees,” US Ambassador Patricia A Butenis said.

Two weeks ago, WFP warned that "growing [donor] funding shortfalls since the beginning of 2010 have seriously circumscribed agencies' capacity to deliver life-saving services to IDPs in camps and to returnees."

WFP is to launch a new initiative to support the hundreds of thousands of displaced Tamils.

"Our target is to raise 40 million dollars for this new initiative and we sincerely hope that other donor countries will extend their support to fulfill the needs of affected people,” Khan said.

A UN survey of 1,755 households in five districts —Mullaitivu, Vavuniya, Jaffna, Killinochi and Mannar — the majority of resettled people spend more than 65 per cent of their income on food, IRIN reported.

Meanwhile, WFP has said it will cease assistance to those in ‘advanced’ stages of recovery after being resettled in 2007 and 2008, press reports said.

Instead the WFP will target the most vulnerable populations, including households headed by single women, mothers, pregnant women, and schoolchildren.

However, there are still serious needs in the eastern province which saw renewed mass displacement from 2006 to 2007, according to local officials.

These areas have seen no kind of sustained development for a long time," Rasanayagam Rahulanayani, the top government official in the eastern division of Vaharai, told IPS.

Opposition mounts against India’s treatment of human rights activists

Life imprisonment sentenced on human rights activist and medical practitioner Binayak Sen by Chhattishgarh court, on flimsy grounds of sedition that he was carrying messages for the Maoists, finds growing opposition from Indian media and intellectuals. Nobel laureate Amartya Sen on Tuesday boldly condemned the Indian court decision that the conviction on sedition charges was a "ridiculous" use of laws. Outraged and upset, Amartya Sen wanted his opinion that there was a deep miscarriage of justice, be known to the people as well as the court, PTI reported Tuesday. The Chhattisgarh court judgement was a "huge perversion of our system of justice, and particularly of the laws concerning sedition [...] the whole thing seems a ridiculous use of the laws of democratic India," Amartya Sen said. Meanwhile eminent lawyer Ram Jethmalani came forward to argue the case in the Supreme Court.

Binayak Sen

The sentence on Binayak Sen is a calculated move by Indian establishment to terrorise and silence intellectual opinion in India is the general opinion both inside and outside of India.

This is only the first step in a state which has been extraordinarily keen in keeping Binayak behind bars, said Amartya Sen.

The judgement was timed to 24 December, the beginning of
long holidays so that both domestic and international attention would be minimal.

Answering a question on the Maoist struggle in India by Colombo’s Sunday Observer a few days ago, New Delhi’s National Security Advisor, Shiv Shankar Menon said, “We are learning as we work.”

Hindustan Times on Binayak Sen:

Dr. Binayak Sen, 59, did his MBBS from Christian Medical College Vellore, in 1972 and later an MD in paediatrics.

He is the national vice-president of the People’s Union for Civil Liberties (PUCL). He became president of PUCL’s Chhattisgarh unit in March 2010.

From 1976 to 1978, he was a faculty member at the Centre for Social Medicine and Community Health at the Jawaharlal Nehru University, New Delhi.

He left his academic appointment to work in a rural health centre in Hoshangabad district of Madya Pradesh.

In the late 70s, he became a member of the Medico Friend Circle, an organisation of health professionals working towards an alternative health system for the poor.

Dr. Sen received the Paul Harrison Award for service to the rural poor in 2004. The Global Health Council gave him the 2008 Jonathan Mann Award for Global Health and Human rights.

His supporters say the Chhattisgarh government targeted Dr Sen for speaking out against extra-judicial killings in Maoist-dominated areas and the state-sponsored ant-Maoist campaign, Salwa Judam.

On December 24, 2010 a Raipur court declared Dr. Sen, Sanyal and Guha guilty of sedition and conspiracy. They were all sentenced to life terms in jail.


“Three days after a Chhatisgarh court convicted Binayak Sen of treason and sedition, the sense of disbelief seems to be growing, with more and more members of the civil society joining in to protest the judgment [...] The voices were unanimous in underlining the ironic distortions in the justice system — the use of archaic laws and police versions to punish the poor at a time the country was witness to the unprecedented criminality of the powerful,” was a report ironically from The Hindu.

On speaking out for Binayak Sen, Amartya Sen said, in spite of similarities of their names (Sen is a common Bengali surname), Binayak was no relation of his.

"But then he is also a relation of mine as an Indian citizen, and he is a relation of yours too as an Indian citizen. He is a relation of a lot of people as a global citizen, particularly a relation of those who, like him, fight against injustice in the world, right across the globe," Amartya Sen said.

What strikes the mind of an Eezham Tamil is how many intellectuals and media opinion the Eezham Tamils were able to get in support for them from India, when the Indian establishment was abetting a genocide against them and was even obstructing the UN human rights council from international human rights intervention in the island.

In the affairs of its tribal belt, India is only following the footsteps of Colombo it abetted and is abetting on the political question of Eezham Tamils.

Curbing humanitarianism

Sri Lanka’s rhetoric on the urgent need for development in the Northeast belies its systematic efforts to disrupt the Tamil people’s recovery and subvert international assistance towards further consolidation of Sinhala dominance over them. The state’s cynical calls for the international community and the Diaspora to contribute to development of the Northeast must be viewed against its actual practices and past record.
Despite making much of the desperate humanitarian needs of the people in the Northeast, the state is actively throttling any international efforts to assist. Visa restrictions and severe operational limits, including access, are imposed on international NGOs seeking to work in the Northeast. The ICRC and key UN agencies have been ordered to drastically reduce their presence in the Tamil areas.
Controlled halt
Even India’s ambitious proposed 50,000 housing scheme for displaced Tamils has run into ministerial interference and bureaucratic resistance. The Minister of Economic Development Basil Rajapakse has ordered that “no new buildings should be constructed under donor-funded loan and/or grant project” in the Tamil areas. The powers of local authorities such as Jaffna Municipal Council and Eastern Provincial Council (which in any case are staffed by pliant government loyalits) have had their powers brought under the remit of the Urban Development Authority which, as of May 2010, comes under Sri Lanka’s Defence Ministry, no less.
Overall, development in the Northeast has been brought under strict state control, and thus to a halt - except for specific projects to advance and cement Sinhala dominance over the Tamil areas. Military fortresses are being expanded and Sinhala settlers brought in with state funding, direction and protection. Emblematically, the state is building new Buddhist temples whilst Tamil places of worship remain in ruins.
At the same time the hundreds of thousands of Tamils whose lands were forcibly appropriated by the state under the catch-all explanation of ‘the war’ languish in poorly served camps or build shacks in places they have been dumped – ‘resettled’. The ‘lucky’ few rely on relatives’ goodwill and charity.

Historical practice
Moreover, these discriminatory practices are not new. Long before the armed conflict began, the state was concentrated its developmental efforts on the Sinhala South. Colombo was not always the most developed part of the country- as visiting Indian Foreign Minister S M Krishna pointed out last month, Jaffna was historically a centre of regional trade. It took state policy after independence to disrupt and change this.
Using the armed conflict as pretext, the state imposed strategic restrictions which stifled key Tamil industries – particularly farming and fishing. It appropriated international aid - from 1977 until recently, Sri Lanka was the largest per capita recipient of international aid in the world - to deliberately economically advance the south at the expense of the Northeast.
Jaffna still lies in ruins – even though Sri Lanka elaborately celebrated its capture fifteen years ago – while industry has been actively developed in the south. Despite the state's 2007 theatrics of ‘Eastern Revival’ the Tamil areas there remain as destitute and militarised as at any time in the war.
Deadly indifference
The state’s actions after the December 2004 tsunami exemplify its institutionalised racism. For days after the disaster, no government aid was sent to the Northeast, and little thereafter – as aid workers, international media and donors’ own accounts attest. Italian officials escorted their aid in desperation. International aid groups and the Diaspora sent collections of food and medicine to their people – but the shipments were either blocked or looted in Colombo’s port. (see for example, reports in Feb, May, and August 2005). The Tamil areas recovered to some extent only when international actors began working directly with Tamil actors on the ground, including the LTTE, and when Diaspora funding and volunteers flowed their homeland (see p6,12 and 20 here).
The world gave generously to Colombo - which spent it largely on the South, and for purposes unrelated to the tsunami (see studies from 2007 and 2009). Three years after the tsunami, whilst house rebuilding was advanced in the south, it had not even started in government-controlled parts of the Northeast.
Ingrained
The international community is today urging a ‘political settlement’ and ‘devolution’ to allow non-Sinhala regions the political and economic wherewithal to recover and rejoin the modern world – an ambition for which both international and Diaspora assistance will not be lacking. It is no surprise the state is deliberately ignored these calls and chanting a hollow mantra of ‘development’ instead. Infused with a Sinhala supremacist logic, it is fanatically opposed to both power-sharing and Tamil economic recovery.
Sri Lanka cannot be seen as a developing state seeking to do advance the wellbeing of its collective population. Rather, it is an ethnocracy seeking to cement in political, economic and territorial terms, a hierarchy of Sinhala over the non-Sinhala. The point will become abundantly clear in the immediate future. The question then will be, how a just peace can be brought about, and Tamil progress made no longer hostage to state racism.

யாழ். வடமராட்சி கிழக்கு பிரதேசத்தின் மருதங்கேணிப் பகுதியில் இச்சம்பவம் நிகழ்ந்துள்ளது.

45 வயதான காமாந்தகன் ஒருவனாலேயே சிறுமி வல்லுறவுக்குட்படுத்தப்பட்டுள்ளார்.

பாதிக்கப்பட்ட சிறுமி சிகிச்சைகளுக்காக மந்திகை ஆதார வைத்தியசாலையில் அனுமதிக்கப்பட்டுத் தொடர்ந்தும் சிகிச்சை பெற்று வருகின்றார்.

குறித்த பாலகியின் தகப்பன் வன்னி யுத்தத்தில் இறந்து போய் விட்டதால் சிறுமி தாயாருடன் வசித்து வருகிறார். சம்பவ தினத்தன்று அச் சிறுமியின் தாயார் கடற்கரைக்கு சென்றுள்ளார். இதனை சாதகமாகப் பயன்படுத்தி சந்தேக நபர் சிறுமியை அழைத்துச் சென்று பாலியல் பலாத்காரம் புரிந்துள்ளார்.

பாதிக்கப்பட்ட சிறுமியும் தாயாரும் பளைப் பொலிஸிடம் முறைப்பாடு செய்துள்ளனர். பொலிஸார் தொடர்நது புலனாய்வு விசாரணைகளை மேற்கொண்டு வருகின்றனர்.

டப்ளினில் நடைபெற்று முடிந்த இலங்கை அரசிற்கு எதிரான நிரந்தர மக்கள் நீதிமன்ற தீர்ப்பு


அயர்லாந்து தலைநகர் டப்ளினில் நிரந்தர மக்கள் நீதிமன்றம் (Permanent Peoples' Tribunal) இலங்கை அரசுக்கு எதிரான போர்க்குற்ற விசாரணை முடிவுகளை தை 16ம், திகதி மாலை 2.00 மணியளவில் பொதுமக்கள் முன்னிலையில் வெளியிட்டனர்.
நிரந்தர மக்கள் நீதிமன்றம் தனது நீதிமன்ற விசாரணையில் இலங்கை இராணுவத்தினர் இறுதிக்கட்ட போரின் போது மேற்கொண்ட போர்க்குற்றம் தொடர்பாகவும், இதுவரை காலமும் இலங்கை அரசு தமிழர்களுக்கு இழைத்த துரோகச் செயல்களையும், இனப்படுகொலைகளையும் மேலும் இலங்கையில் போரிற்கு முன்னரும் அதன் பின்னரும் இடம் பெற்ற மனிதஉரிமை மீறல்கள் பற்றிய குற்றச்சாட்டுகள் தொடர்பாகவும் மேலும் இறுதிக்கட்ட போரின் போது வன்னியில் இராணுவம் மேற்கொண்ட கண்மூடித்தனமான தாக்குதல்களையும், அதன்போது பொதுமக்களின் உடமைகள் அழிக்கப்பட்ட முறைகளையும், அங்கு உணவையும், மருந்தையும் இலங்கை அரசாங்கம் எவ்வாறு ஆயுதமாக பயன்படுத்தியது என்பதனையும், மேலும் இராணுவத்திடம் சரணடைந்த மக்களை இராணுவத்தினர் எவ்வாறு துன்புறுத்தினர் என்பதனையும் மற்றும் இளம் பெண்களை எவ்வாறு பாலியல் வல்லுறவிற்கு உள்ளாக்கினார்கள் என்பதனையும், அதன்பின் அவர்களிற்கு ஏற்பட்ட நிலமைகளையும், படுகொலைகளையும் மேலும் 2002ம் ஆண்டு கைச்சாத்திடப்பட்ட சமாதான உடன்படிக்கை பற்றியும் பின்னர் அந்த உடன்படிக்கை முறிவடைவதற்கு காரணமாக இருந்த சர்வதேச காரணிகள் தொடர்பாகவும் மற்றும் சமாதான உடன்படிக்கை காலப்பகுதியில் ஐரோப்பிய ஒன்றியம் தமிழீழ விடுதலைப் புலிகளை தடைசெய்வதற்கான காரணங்கள் பற்றியும் அதனால் பின்னர் வந்த விளைவுகள் பற்றியும் நீதிமன்றம் ஆராய்ந்ததுடன் மேலும் சமர்ப்பிக்கப்பட்ட ஆவணங்கள், ஆதாரங்கள், காணொளி காட்சிகள் மற்றும் அங்கு நின்று கண்ணால் கண்டு அனுபவித்து வந்த மக்கள் அளித்த சாட்சியங்களின் அடிப்படையில் தனது முடிவுகளை எடுத்தது.

DUBLIN TRIBUNAL FINDS AGAINST SRILANKA ON CHARGES OF WAR CRIMES
In Dublin today at 2pm the Peoples Tribunal chairman FranCois Houtart read the preliminary findings of the Peoples Tribunal on the war in Sri Lanka and its aftermath. There are 4 findings:
1. That the Sri Lankan Government is guilty of war crimes
2. That the Sri Lankan Government is guilty of crimes against humanity
3. That the charge of genocide requires further investigation
4. That the International Community, Particularly the UK and USA, share responsibility for the breakdown of the peace process.

Harrowing evidence including video footage was submitted y eye witnesses of the use of heavy artillery and phosphorous munitions, and of the continuous violation of human rights by military activity to a panel of 10 international jurors over two days. Irish members of the jury were Denis Halliday and Mary Lawlor.

The Irish Forum for Peace in Sri Lanka welcomed the preliminary findings of the tribunal.
Responding to the findings the forum issued the following five demands:

1. We call on the Sri Lankan Government to allow the UN to conduct an inquiry into war crimes and crimes against humanity perpetrated during the final stages of the war between the Sri Lankan armed forces and the LTTE, and during the war’s aftermath.
2. We call on the Sri Lankan Government to release all those being detained in concentration camps and the estimated 11,000 people being held secretly at unknown locations.
3. We call on the Sri Lankan Government to end the use of extra-judicial killings, sexual violence and the deprivation of food and water as weapons against a civilian population.
4. We call on the Sri Lankan Government to end the suppression of political dissent by violent or other means.
5. We call on the Sri Lankan Government to fully implement human rights for all citizens of Sri Lanka and a political solution involving the full participation of the Tamil population, ending the systematic historical discriminatory measures of the Sri Lankan state against the Tamil people.

Irish Forum for Peace in Sri Lanka asserts that long term peace and stability can only be established on the basis of full justice and rights for all the inhabitants of the island.

SUCCESSION CERTIFICATE(sometimes called survivor certifiacte)

1.YOU HAVE TO FILE AN APPLICATION FOR SUCCESSION CERTIFICATE TO THE CIVIL JUDGE SD COURT
 .YOU HAVE TO ENCLOSE THE DEATH CERTIFICATE OF THE PERSON AND ENCLOSE ALL relevant
DOCUMENTS SUCH AS COPY OF RATION CARD, ELECTION CARD ,BIRTH CERTIFICATE OF THE PERSON
AND HIS RELATIVES TO PROVE THE FACT THAT THE SAID PERSON WAS RELATED TO THE claimants.


2.IN CASE ANY SPECIFIC INVESTMENTS ,SUCH AS BANK ACCOUNT, FIXED DEPOSIT RECEIPTS,
INSURANCE POLICY AND ANY OTHER PROPERTY /INVESTMENT IN THE NAME OF DECEASED IS TO BE
CLAIMED BY HEIRS, THEY HAVE TO APPLY TO THE CIVIL JUDGE SENIOR DIVISION COURT FOR
SUCCESSION CERTIFICATE. COURT WILL ISSUE NOTICE TO RESPONDENTS IF ANY AND ALSO PUBLISH
NOTICE IN THE LOCAL NEWS PAPER AND INVITE ANY OBJECTIONS WITHIN ONE MONTH OF PUBLICATION
 OF SAID NOTICE. THE
claimants. SHOULD PAY IN THE COURT THE REQUIRED CHARGES OF NEWS PAPER
 PUBLISHING THE NOTICE OR APPLY  TO THE COURT BY SPECIFYING THE NAME OF NEWS PAPER .COURT
WILL HAND OVER THE SAID NOTICE FOR PUBLISHING IN THE SAID NEWS PAPER .THE CLAIMNENT SHOULD
 PRODUCE THE ORIGINAL RECEIPT OF SAID NOTICE AND ALSO COPY  OF SAID NEWS PAPER IN THE
COURT.

3.COURT WILL WAIT FOR SAID NOTICE PERIOD AND THEN AFTER HEARING THE ARGUMENTS WILL
PASS THE ORDER AND ISSUE THE SUCCESSION CERTIFICATE TO THE
claimants.
4 THE SAID CERTIFICATE  COPY SHOULD BE SUBMITED FOR CLAIMING THE RELEVANT AMOUNTS
 FROM BANKS OR INSURANCE CO.

KINDLY NOTE THAT
 1)It is Legal Heir ship certificate (sometimes called survivor certificate) has
 to be obtained from concerned taluka tehsildar by submitting copy of death
certificate, copy of proof of residence with an application. Further particulars
 can be obtained from taluk office.

Approach the local Tahsildar office with the death certificate of your father.
 After verification, legal heir certificate will be issued showing that you and
 your mother are legal heir to your deceased father. Fees are nominal and less
 time consuming.

2)Courts neither issue legal heir certificate nor has the power to do so. If there
is any dispute with regard to legal heir ship, approach the Court and it can only
declare legal heir status. Even then you have to approach the Revenue authorities
(Tahsildar) to get the certificate on the basis of order of Court.

மல்லாவி, யோகபுரம் 02 ம் யுனிற்றை சேர்ந்த சந்திரசேனன் – வினோதன் (இயக்க பெயர்- இமையவன் .வயது 20 ) என்பவராவார் 2007 / 03ம் மாத மளவில் இயக்கத்தில் இணைந்து கொண்ட இவர் கிளிநொச்சி மருத்துவ மனை,,புதுக்குடியிருப்பு மருத்துவமனை ஆகிய வைத்தியசாலைகளில் மருத்துவ போராளியாக காயமடைந்து வரும் பொது மக்களுக்கான பணியினை மேற்கொண்டிருந்தார். 
போர் உக்கிரமடைந்த காலப்பகுதியில் மாத்தளன் மற்றும்,,முள்ளிவாய்க்கால் பகுதி தற்காலிக வைத்தியசாலைகளில் தனது கடமைகளை மேற்கொண்டிருந்த வேளை காயமடைந்த பொது மக்கள்,, போராளிகளுடன் இராணுவத்தால் 2009 / 05 /18 கைது செய்யபட்டுள்ளார்.. மேலும் இவரது சகோதரனான சந்திரசேனன் -விருந்தன் வயது 18 என்பவரும் படுகாயமடைந்த நிலையில் இராணுவத்தால் கைது செய்ய பட்டு காணமல் போய்யுள்ளார். என்பதும் குறிப்பிடத்தக்கது.

  1. The congress central ruling JawaharlalNehru, LalBahadur Shasthri made a big blunder by accepting Indian Origin Thamizhs of over 8 lakhs who were citizens in Thamizh Eelam-Srilanka to India.
  2. In 1974 Smt.Indira Gandhi gifted Indias Hindu Thamizhs Property KatchaTheevu to srilanka which resulted to over 800 Indian Thamizh Fishermens Brutel murder by srilanka on Indian Soil.(But India has wasted over 1 lakh crores And Thousands of its Soilders in Kashmir ).
  3. Indo – Srilankan pact in 1987 made by this Inexperienced Pilot boy RajivGandhi which was not acceted by Eelam Thamizhs and in the name of peace the IPKF of Rajiv,Narasimharao,J.N.Dixit, Natwar singh,Romesh Bhandari,M.K.Narayanan, killed over 10.000 Eelam Thamizhs and India also lost its Thousands and Thousands of Army for no reason also in 1987-1991 India incurred over 1lakh crores Loss and 2 1/2Lakhs Indian Soldiers returning empty hand on Thamizhs Blood Shed.
  4. Later Rajivs death is a big misery as Jain Commision, Varma Commision is a eye wash when many big shots are escaped and saved when victims are ordinary Thamizhs.
  5. The sixty years rulers of Delhi Congress and it s deadly Enemy Dravidan cult DMK joined hands against Thamizhs in 2004 and the Total Victims are World Thamizhs in Eelam killing over 2 ½ Lakhs Innocents which is the worst Human Rights Violation of the 21 st century the 50,000years old Lemuria Kandam mother land of Thamizhs is now under invaders and over 3,000 Hindu Temples Demolished by the congress and Sinhala chauvinist , but the Babri Masjid is congress ‘s Election Harvest.
  6. At present the 3 ½ Lakhs Thamizhs who are in open air Electric fencingwithout food and shelter starvation Rape and regular Brutal murder going on as the Red Cross and the UN envoys are driven out by this Notorious Gang of Rajapakshe,SaratFonsekha,and Indias Sonia, Karunanithi,Pranab Mukarjee,M.K.Narayanan,Sivashankarmenon,Vijay Nambiar,A.K.Anthony,P.Chidambaram group are siding Sinhalese.
  7. Indias Border Countries are enemies now and China has covered hole of India including KachaTheevu, hence the Indias Foreign Policy is Total
